In the US it’s illegal to discriminate based off race. It doesn’t stop some businesses from making their establishments unwelcoming to people of a certain background but it’s illegal.
In the US, "no foreigners" would violate the 1964 Civil Rights. In the US, you can "refuse service to anyone," but NOT on the basis of race, religion, sex, or national origin.
As a Black American, I can tell you that laws against discrimination in the US are a joke. Please don't hold the country up as a beacon. We been fighting for centuries.

In Brazil, there's law against this kind of discrimination in commerce, but depending on the owners, discrimination does occurs but veiled, rejecting with small actions, like lazy work or some angry attitude.

it's not just the language. it's also whether you can behave like japanese, and Andrew clearly doesn't (not saying it in a negative way). i hate it, but i also like it that they're so protective of their culture. otherwise japan will just slowly become just another metro city.
