10:09 这些摄像头有一部分是交通摄像头,用来拍摄机动车违章现象,另一部分才是治安摄像头,而且这些摄像头绝大部分不是用来进行实时监控的,而是持续录像,如果有违法犯罪事件发生,警察才会去查看监控录像。我2004年左右经常去深圳,那时候的深圳还很不安全,有很多偷窃和抢劫犯罪,和现在简直是天壤之别,除了监控的普及,警察系统的效率也很重要,如果警察不负责,光靠监控是没有用的。

EN10:09 Some of these cameras are traffic cameras for capturing vehicle violations; the others are for public security. And most of these cameras aren't for real-time monitoring but for continuous recording. If a crime occurs, the police will check the footage. I used to go to Shenzhen often around 2004. It was very unsafe back then, with lots of theft and robbery. The difference from now is like night and day. Besides the spread of surveillance, the efficiency of the police system is also crucial. If the police aren't responsible, cameras alone are useless.

Whats crazy is that a Waymo costs around $30 for a 10 minute ride in San Fransisco whereas the chinese one was only $0.85. Goes to show that China is not only advanced but also quite affordable!
